01 — The daily reality of public sector CIOs

Legacy systems still hold.
Those who know how to keep them running are leaving.

Ageing business applications, AI mandates, non-negotiable sovereignty and accessibility requirements, tight budgets: four pressures bearing down on the same teams at once.

An ever-present legacy, departing experts

Fifteen-year-old business applications, often undocumented, with knowledge held by just two or three agents. Every retirement removes a piece of the puzzle, and no one dares touch it.

The AI mandate, zero tolerance on data

AI results are expected quickly, yet no citizen data can leave the European Union. These two demands only conflict if the wrong architecture is chosen.

GDPR, RGAA, ‘Cloud at the Core’ doctrine

These are not optional trade-offs to be made at the end of a project but entry requirements. An inaccessible e-service or poorly located hosting cannot be fixed after delivery.

Tight budgets, long cycles

Established vendors, maintenance costs rising faster than budgets, and procurement cycles that make reversibility difficult—hence every decision carries even more weight.

03 — Discipline & sovereignty

AI in public service requires a framework.
Here is ours.

Who decides, where does the data go?

Public officials always decide

No administrative decision is made by a machine. AI assists with processing: it gathers, summarises, flags missing documents or inconsistencies. The decision, its reasoning, and its signature remain the official’s.

Hosting in France, on-premise available

OVH, Scaleway, or on-premises deployment when your IT department prefers it. Mistral models or open models run locally. The architecture aligns with the "Cloud at the Core" doctrine.

Explainability and traceability

Every process is logged: which data, which model, which source cited, which human validation. The audit trail is exportable and legally defensible — a prerequisite for withstanding inspection.

Your texts and procedures take precedence

We provide no legal doctrine or regulatory interpretation. Your deliberations, regulations, and internal procedures are the sole reference; the tool complies with them and cites the relevant passage.

Full reversibility

Code and documentation are delivered to the authority, data is exportable in open formats, and hosting is transferable. Ending the service must never mean losing the tool.

Accessibility by design

Contrast, keyboard navigation, semantic structure, text alternatives: RGAA criteria are embedded in wireframes and continuously verified, not discovered in a final audit.

04 — Evidence

Public systems already in production.

A process or a corpus, not a program.

Local authority, public institution, state operator, or GIP: we focus on a single scope—a defined document corpus or a step in a process—and measure the time saved for agents before scaling. We respond to public tenders: specifications, technical memos, MAPA and formalized procedures.

05 — Stack & Method

A lean, sovereign, and transferable stack.

Proven, recruit-friendly technologies, deployable on-premise or on sovereign cloud, with code and documentation delivered to the organization.

Frequently asked questions

Your questions, our answers.

In France, on OVH or Scaleway, or on your own premises if your IT department prefers on-premise deployment. The models used are Mistral or open models running locally. No citizen data is transmitted via an API outside the European Union. The architecture is compatible with the "Cloud at the Core" doctrine; we do not claim SecNumCloud qualification.

Yes. We respond to consultations, including under adapted procedures, and provide the required documents: technical memorandum, price breakdown, schedule, quality assurance plan. We can read a DCE and tailor a response to an existing CCTP rather than proposing a standard catalogue.

Accessibility is addressed from the design stage: contrast and sizes verified in mockups, full keyboard navigation, semantic structure, text alternatives, explicit error messages.

Yes, entirely, along with the technical and functional documentation. Data is exportable in open formats, and hosting is transferable. Reversibility is a project deliverable, not an exit clause negotiated at the end of the contract.

Never. Neither yours nor your citizens'. The models used are for inference only, on infrastructure you control or whose hosting is contractually governed. This is a written commitment, not just a best practice.
